For a trailer, use the trailer's own VIN, not the VIN of the truck that pulls it. If your paperwork and the vehicle ever disagree, sort that out with your state agency first.

No. A VIN identifies the vehicle, while the GVW weight decal carries a weight line. They are separate decals at $12.99 each. If you want several identifiers stacked on one decal, the four-line decal has a line that takes a VIN in place of a CA number, with USDOT, MC and GVW lines around it.
